"Cramming" is the practice of placing unauthorized, misleading, or deceptive charges on your telephone bill. Crammers rely on confusing telephone bills in an attempt to trick consumers into paying for services they did not authorize or receive, or that cost more than the consumer was led to believe.
"I believe the Telecommunications Act of 1996 should be repealed and telecommunication companies should not be allowed to add anything to a customer's bill without the direct consent of the person listed on the bill," wrote John of Eighty Four, Pennsylvania. "All attorneys general should investigate the practice of cramming and put a stop to it."

(BCI), to provide notices to consumers that their bills may contain unauthorized charges for website design and other enhanced services, to inform consumers how to obtain a refund, and to provide refunds."
July 29, 2003 "On October 5, 2001, the trial court granted summary judgment in favor of ESBI on the ground that knowingly receiving benefits from someone else's fraud was not covered under section 2 of the Consumer Fraud Act. Plaintiff appeals from that order."
